That is not a guarantee, and no product in the 30th Celebration line guarantees a FUR. The ex Tins are not optimized for FUR hunting. If your primary goal is to maximize chances at Mew ex FUR or Mewtwo ex FUR, the Elite Trainer Box at nine packs gives more rolls per purchase.
