The 30th Celebration set opened September 16 with its Elite Trainer Box and Booster Display. The October 2 wave is a separate release window, not a restock, and it brings three new product formats to retail simultaneously.
The 30th Celebration Booster Bundle contains six booster packs. Pre-order pricing currently runs $79.99 to $119.95 depending on the seller, which puts the per-pack cost at roughly $12.50 to $20. That is a meaningful discount against the Wave 1 ETBs, which ran above $20 per pack at most price points.
The 30th Celebration Mini Tins come in ten designs. Each tin includes two booster packs, a foil sticker, and an art card.
The ten designs are not random art: they form two composite scenes when the full set of ten is displayed together. Single tins range from $23.99 to $43 at current pre-orders.
The Mewtwo SVP052 Illustration Rare promo is available for free on October 2 at participating retailers with any qualifying Pokémon purchase of $15 or more, in-store only. It does not ship with online orders.
The One-Purchase Combo That Changes the Calculus

Mewtwo SVP052 is an Illustration Rare format card: full-scene art, promo-only, not pullable from any booster pack. On the secondary market it currently sits at $46 to CA$55 depending on the seller. Buying it as a standalone card already costs more than the cheapest Mini Tin single.
A single Mini Tin purchased in-store at a GWP-participating retailer on October 2 automatically qualifies for the Mewtwo SVP052 promo. One transaction nets you: two booster packs, one sticker, one art card, and one Illustration Rare promo worth $46+ on the open market. The cheapest single-tin pre-order is $23.99.
The breakeven math is straightforward. At $23.99 for the tin, you are paying roughly $12 per pack for two pulls, and the promo card comes at zero additional cost. The Mini Tin is the most efficient single purchase on October 2 for anyone who wants the promo.

If you already picked up the Mewtwo promo separately, or if you are outside GWP-participating territories, the Booster Bundle is a clean value play on packs alone.
One thing to note: the Booster Bundle routes through mass-market retail distribution. The Wave 1 ETBs sold out ahead of September 16 because specialty-channel allocations ran tight.
The Booster Bundle is a different format on a different distribution path. Pre-order pressure is real at the current seller spread ($79.99 to $119.95), but a full sell-out before October 2 is unlikely given the channel.
The Mini Tin Display: Completionist Territory

There is no card-access advantage to buying the Display over individual tins. The two booster packs per tin are drawn from the same 30th Celebration pool regardless of which design you hold. The Display is a format purchase, not a card-content upgrade.

You want the Mewtwo SVP052 and you are near a participating retailer: buy one Mini Tin in-store on October 2. This is the single most efficient purchase on that day. You exit with two packs, two display items, and an Illustration Rare at no additional cost.
You want the highest pack count and you are not chasing the GWP: buy the Booster Bundle at the floor seller ($79.99). Six packs at $13.33 each beats every other 30th Celebration format on per-pack math.
You want to display the full Mini Tin lineup: buy the Display at $329.95. Pick up a GWP in-store on October 2 if geography allows, since the Display purchase alone does not qualify for the promo at most retailers.
You want both packs and Mini Tin designs: buy the Booster Bundle for packs, then pick up one or two Mini Tins at a GWP retailer on the same day. Two tins plus a Booster Bundle still costs less than the Display and leaves you with eight packs, two promos, and a choice of which scenes to complete.
