This is not a product from The Pokémon Company. It is a third-party TCG accessory retailer's item, designed to complement the Delta Reign set. The binder itself is the storage container; pages are inserted separately.
The $69 price point is at the premium end of branded binders. A standard 9-pocket binder from a generic accessory brand runs $10 to $25.
