Bulk Pokémon TCG Sleeves: Pack Sizes and Counts (2026)
By Dexhaul Team · October 12, 2026 · 6 min read
The standard bulk sleeve pack for Pokémon TCG is 100 sleeves. Dragon Shield and Ultra PRO both sell 100-count outer sleeves starting under $6; Ultra PRO also offers a 105-count APEX format and a 200-count bundle. For a 60-card deck, one 100-count pack covers the deck with 40 spares.
The 65-count packs that come inside Elite Trainer Boxes are not sold as standalone bulk packs. They are ETB accessories, not retail sleeve packs.

Dragon Shield: Matte vs Dual Matte
Dragon Shield makes the most widely used bulk sleeve in competitive Pokémon TCG. The standard Matte pack ships 100 sleeves at around $5.99, making it the lowest cost-per-sleeve option in the Dragon Shield line.
The key difference between Matte and Dual Matte is which face is treated. Standard Matte applies the matte finish to the outer back only; the card face side stays clear. Dual Matte treats both sides.
Players who read card art quickly at the table prefer single Matte. Players focused on a uniform shuffling feel across every surface tend to choose Dual Matte.
Both use the same 66 × 91mm outer dimensions. Both fit standard Pokémon TCG cards (63 × 88mm) with single sleeves.
Dragon Shield also offers a Classic (clear) finish at the same 100-count and similar price point. Classic sleeves are glossy on both faces. They are not tournament-standard for Pokémon, where marked sleeves are grounds for a penalty: Classic sleeves pick up micro-scratches faster than Matte.
For a single 60-card deck, one Dragon Shield 100-count pack leaves 40 spares. That is enough for a casual evening or a league event. For a Regional or Premier event with 6+ rounds of 3-to-5-game sets, bring two packs or a 200-count option.
Ultra PRO: Pro-Matte, APEX, and the 200-count bundle
Ultra PRO's lineup covers three count tiers. The Pro-Matte at 100 sleeves sits around $8–9 USD. The Pro-Matte 200-count bundle reduces the per-sleeve cost to the same level while eliminating a re-order mid-event.
The APEX format is the only Ultra PRO sleeve pack that ships 105 sleeves. The five extra are there for tournament replacement: when a sleeve splits during a match, you swap it out mid-game without penalty.
The replacement must match the rest of the deck exactly. Buying a single APEX pack means all 105 sleeves are from the same production batch, so every spare is an identical match.
APEX packs carry Pokémon character artwork: Charizard, Blastoise, Togepi, and other designs from the Neon Kanto and standard art series. The artwork goes on the outer back of the sleeve. Front is clear, so your card text stays visible.
Pro-Gloss 100-count packs use a glossy finish and sit at $8.99. They are the lower-cost alternative to Pro-Matte for players who prefer a shiny surface. Like Dragon Shield Classic, glossy sleeves show marks faster than matte and are not recommended for long tournament days.

Inner sleeves: penny sleeves and when to use them
Inner sleeves (also called penny sleeves or soft sleeves) go inside your outer sleeve for double sleeving. The card sits in a clear soft sleeve first, then goes into the Dragon Shield or Ultra PRO outer sleeve.
Double sleeving adds a noticeable thickness to each card. Most competitive Pokémon players skip it; deck thickness affects shuffling and the stack feels different in hand. Collectors who want to keep pulls in near-mint condition for grading typically double sleeve for storage, then remove the outer sleeve before submission.
A 100-count inner sleeve pack at $2.39 covers one full deck. For long-term binder storage of a large collection, buy in bulk: 1,000-count penny sleeves cost around $20 and protect 16 full binder pages of nine cards each.
The Dragon Shield Pokémon sleeve designs guide covers all the character-art options if you want a specific Pokémon on the back of your outer sleeves.
How many packs to buy
One 100-count pack covers a single 60-card deck with 40 sleeves to spare. For a league afternoon that is more than enough.
For a Premier Challenge or Regional event, 200 sleeves is the safe number. You are playing 6 to 9 rounds of best-of-three, and sleeves split, accumulate bend marks, or get flagged by a judge.
Having a second 100-count pack from the same batch lets you replace any flagged sleeve cleanly without triggering a deck check penalty for mismatched sleeves.
The 200-count Pro-Matte bundle ships as a single product, so both packs are from the same production run. That matters: sleeves from different production dates can have slight colour variations that look mismatched under tournament lighting.
For casual collectors sleeving a large binder of 150 to 300 cards, two 100-count inner sleeve packs (200 total) covers the full collection with sleeves to spare. Store in a correctly sized sleeve for the card type before putting it in a 9-pocket binder page.
Frequently asked questions
- How many sleeves do I need for a 60-card Pokémon TCG deck?
- You need exactly 60 outer sleeves to cover a 60-card deck. A 100-count pack gives you 40 spares for splits and replacements, which is enough for most league events. For Regionals or longer events, buy 200.
- Are Dragon Shield sleeves legal for Pokémon TCG tournaments?
- Yes. Dragon Shield Matte and Dual Matte are used at every level of Pokémon TCG organized play. All sleeves in the deck must match: same brand, same colour, same batch. Mismatched or marked sleeves can result in a penalty.
- What is the difference between APEX 105-count and standard 100-count sleeves?
- APEX packs include 5 extra sleeves specifically for mid-match replacements. When a sleeve splits during a game, you replace it immediately with one from the same pack, keeping all sleeves identical. Standard 100-count packs do not include this buffer.
- Do I need inner sleeves for Pokémon TCG?
- Inner sleeves are optional for play and not used by most competitive players. They add thickness that changes the deck's feel. Collectors storing valuable pulls for grading typically double sleeve to protect the card surface during long-term storage, then remove the outer sleeve before submission.
